Peter brings a rich blend of national security and commercial strategy consulting experience. Following service in the US Navy and as a government counterterrorism analyst, he joined the strategy practice of Deloitte Consulting where he led teams delivering strategic planning and business transformation services for clients in both the Federal and commercial spaces. Peter is passionate about helping clients make smarter, faster decisions.
He holds a B.S. from the US Naval Academy and a M.S. from the National Intelligence University.

Conor oversees the software division at Cipher, including the product and engineering teams. In this capacity, Conor acts as the primary driver of strategy for Cipher’s Knowledge360® solution and manages the roadmap for future development. Prior to joining Cipher, Conor was the Director of Business Analysis for Connections Education.
He has extensive experience developing software and holds Scrum Master and Scrum Product Owner Certifications.

Nick oversees the firm’s financial planning, analysis, and reporting activities and other associated back office functions.
Prior to joining Cipher, Nick served as the Director of Financial Planning and Analysis for ASRC Federal where he was responsible for the financial forecasting, trending and indirect rate management and analysis for 3 operating groups with combined annual revenues of $800 million.
He holds a B.S. in Finance from the University of Maryland.
An accomplished professional with more than 15 years of software sales management experience, Mike is responsible for developing and overseeing the buildup of the Knowledge360® sales team.
Prior to joining Cipher, Mike held various leadership roles for both Fortune 500 and SaaS start-up companies. In these positions, he led all selling activities for multiple divisions and oversaw the design and execution of strategy, talent acquisition and development, new market entry and revenue growth.
Following a 30-year career as an intelligence collector and information operations practitioner in the US Army and multiple civilian intelligence organizations, Fred now draws upon his broad experience in worldwide intelligence collection, information operations, corporate personnel and intellectual property protection to support both government and commercial clients. He holds a B.A. from Lawrence University, a M.A. from the University of Michigan, and an M.S. from the National Intelligence University.
Derek Heiss is the Director of Cipher’s Consulting Practice and is specialized in competitive intelligence and market strategy consulting for corporate clients. Prior to joining Cipher, Derek worked for Deloitte for seven years where he supported the Federal Strategy & Operations consulting practice in Washington, DC from 2009-14, and the M&A Corporate Finance group in Düsseldorf, Germany, from 2014-16.
He holds a Bachelor’s degree in International Relations from American University.
Dawn leads healthcare-focused initiatives at Cipher, helping companies in this space map their competitive environment, develop intelligence strategies which identify risks, and position them for future growth. Prior to joining Cipher, Dawn worked for many years in the Healthcare space in leadership roles at Cigna, Schering-Plough, Pharmacia (now Pfizer) and Johnson & Johnson companies Ortho Biotech and Ortho-McNeil, and in the Management Consulting space for Right Management.
Dawn holds an MBA from Fairleigh Dickinson University, a Masters of Library Service from Rutgers School of Communication, and a B.A. from Rutgers College.
